+ Se contempla la participación simultánea de cinco ciudadanos en cada Mesa Receptora de opinión.
+ El cómputo distrital se realizará inmediatamente y sólo habrá recuento total cuando la diferencia sea menor al 1%.
+ Todos los procedimientos mantendrán las disposiciones y protocolos sanitarios aplicados para las elecciones.
El Instituto Nacional Electoral (INE) definió el procedimiento operativo para la Consulta Popular que habrá de celebrarse el 1° de agosto en el cual destaca el modelo de funcionamiento que seguirán las Mesas Receptoras de la Consulta Popular (MRCP) el día de la jornada, el desarrollo de los cómputos distritales, así como el procesamiento de los resultados. Durante la sesión extraordinaria de la Comisión de Capacitación y Organización Electoral, las y los consejeros aprobaron por unanimidad el Manual Operativo de la Consulta Popular 2021 en materia de organización electoral, que establece los procedimientos para la adecuada celebración de este mecanismo de participación.
El documento contempla que la instalación de las Mesas Receptoras tendrá como base los domicilios utilizados en la Jornada Electoral del 6 de junio y se conformarán para recibir la opinión de hasta dos mil ciudadanas y ciudadanos.
El día de la jornada, cada una de las mesas habrá de contar con dos canceles de votación sin cortinillas para permitir la participación con los mismos protocolos sanitarios que se emplearon durante las elecciones del 6 de junio, incluyendo la entrega de gel antibacterial y toalla sanitizante, así como cero contacto con funcionarios. Para esta ocasión se consideró el acceso simultáneo de hasta cinco personas electoras y electores derivado de la ausencia de representantes de partido y considerando que la emisión de la opinión será más rápida y que la papeleta contempla únicamente dos alternativas de respuesta SÍ y NO.
Asimismo, se contarán con todos los carteles de apoyo para identificar la Mesa Receptora en la que se podrá participar, así como con un sistema de búsqueda similar a Ubica tu Casilla una vez que se defina la integración definitiva, a más tardar el 16 de julio. En cuanto al mobiliario, el INE asegurará la dotación de dos mesas y tres sillas para garantizar la sana distancia entre las y los funcionarios, además de que se contará con la señalización del flujo de circulación y se mantendrán las acciones de limpieza durante la jornada y el uso obligatorio del cubrebocas al interior. Al cierre de la Mesa Receptora las personas que funjan como presidente, secretario y escrutador también deberán replicar las medidas sanitarias que se aplicaron el pasado 6 de junio al momento de efectuar el escrutinio y cómputo de las opiniones recibidas. Una vez concluida la jornada, se llevarán a cabo los cómputos definitivos a partir de la recepción del primer paquete de las Mesas Receptoras a cada una de las sedes distritales, las cuales se encargarán de la suma de los resultados de las actas y procederán al recuento total únicamente en caso de que la diferencia entre el SÍ y el NO sea igual o menor a un punto porcentual. Concluido el cómputo, se remitirán los resultados al Secretario Ejecutivo del INE para que, dentro de las 48 horas siguientes y con base en las copias certificadas de las actas de cómputo distrital de la Consulta Popular, proceda a informar al Consejo General en sesión pública el resultado definitivo.
Respecto a la observación de la Consulta Popular se prevé que las solicitudes de acreditación puedan presentarse hasta el 15 de julio y sean atendidas en un plazo no mayor a tres días, para dar paso a una capacitación específica entre el 21 y el 28 de julio. También se validó el instructivo de operación del Sistema e Información sobre el desarrollo de la Consulta Popular (SICP) 2021, el cual se implementará para recopilar, transmitir, capturar y procesar información sobre la instalación de las Mesas Receptoras.
