Este miércoles 27 de octubre, durante la Segunda Sesión Extraordinaria del Periodo Interproceso 2021-2023, la licenciada María Elena Adriana Ruiz Visfocri rindió protesta ante el Consejo General del Instituto Electoral del Estado (IEE) de Colima, como Consejera Presidenta para el periodo 2021-2028.

En su mensaje a la sociedad, agradeció el respaldo y apoyo de quienes han formado parte de su formación profesional, al Consejo General del Instituto Nacional Electoral por darle la confianza de servir desde el órgano máximo de dirección local y a su familia.

También hizo un reconocimiento a las consejeras y consejeros presidentes de los diez Consejos Municipales Electorales, así como a las y los consejeros que los integran. Anotó que cree en la colegialidad y la privilegiará desde la presidencia el sumarse a las actividades que, en el marco de las comisiones e iniciativas de las consejerías, surjan “para el buen desempeño de nuestra principal responsabilidad, que es la organización de las elecciones locales”, dijo Adriana Ruiz Visfocri.

A las y los representantes de los partidos políticos, agregó, “les refrendo mi respeto a la pluralidad ideológica y les patentizo también mi absoluta disposición a la construcción de escenarios favorables y posibles para la convivencia democrática. Tengan la confianza de que mi actuación en esta presidencia será apegada al respeto pleno de las normas jurídicas que rigen el ámbito electoral”.

“Se nos ha depositado por el Consejo General del INE la credibilidad y la confianza, pero de manera inherente también somos depositarios de la independencia de todo núcleo externo que comprometa nuestra actuación dentro de este Consejo.

Por un lado, el tema sanitario generado por la pandemia del Covid 19, así como sus variantes y rebrotes, nos ha llevado al rediseño de nuevos esquemas para convivencia social y también familiar, pero que se han extendido a las tareas electorales.

Por otro lado, añadió la Consejera Presidenta del IEE, “enfrentamos también un esquema financiero especialmente complicado que nos llevará a escenarios presupuestales con criterios de racionalización del gasto y buen uso de los recursos para lo que resta de este año y el próximo. Será el financiero uno de los temas primarios de atención en los cuales deberemos trabajar dentro del Consejo desde esta presidencia”.

“Mi llamado es para que todas y todos, desde nuestras responsabilidades dentro de este Consejo y del Instituto, asumamos nuestras tareas con apego a la ley.

María Elena Adriana Ruiz Visfocri es Licenciada en Derecho por la Universidad de Colima. Cuenta con varios diplomados, entre ellos tres en Derecho Electoral, dos en derecho de Amparo y uno en cada una de las siguientes materias: Tratado de Libre comercio de América del Norte, Derecho Mercantil, Derecho Indígena y Derecho Procesal Constitucional.

Ha cursado seminarios y participado en distintos foros tanto nacionales como Internacionales. Es socia fundadora de la “Asociación de Tribunales y Salas Electorales de la República Mexicana”, integrante del Colegio de Abogados de Colima, A.C. y de la Red de Defensoras de derechos de las Mujeres y del colectivo 50+1.

En diciembre de 1996 el Congreso Local la nombró Magistrada Numeraria del Tribunal Electoral del Estado de Colima, para el periodo 1996-2004. Para 1999 fue designada Magistrada Presidenta del mismo tribunal, nombramiento que le fue refrendado en diciembre de 2003.Adriana Ruiz Visfocri también fue Consejera Electoral del Consejo Local del Instituto Federal Electoral en Colima a partir de octubre de 2011, y estuvo como Consejera Local de Instituto Nacional Electoral en Colima, durante los Procesos Electorales 2017-2018 y 2020-2021.
