Menos de una hora después de concluida la mañanera del viernes 25 de febrero, pasé por El Zalatón en donde, según la historia, paró a descansar el presidente Benito Juárez en su camino a Manzanillo.
Ahí se embarcó el benemérito con rumbo a Veracruz (hubo de cruzar por Panamá) “para dictar las leyes de Reforma”. Y cuando triunfa la República, al regresar a la Ciudad de México [Juárez] pronuncia ese discurso en el cual dice: ‘Entre los individuos, como entre las naciones, el respeto al derecho ajeno es la paz’, recordó el presidente López Obrador quien, con base en ese principio, condenó la invasión militar rusa a Ucrania.
El Zalatón ha sido uno de los barrios de la ciudad de Colima más golpeados por la ola de “ejecuciones” de las últimas dos semanas, pero observé distribuidas no menos de siete patrullas del Ejército o la Guardia Nacional. La presencia de los uniformados devolvió la confianza de los comensales que habían acudido a los almuerzos de Mele “desafiando al destino de frente”, como dice la canción.
Sólo espero que el intenso patrullaje corte de tajo los atentados que, de acuerdo a la versión oficial, se lanzan entre sí las células criminales que se desprendieron de los cárteles de las drogas que operan en la región occidente del país.
La presencia en nuestras calles de los casi dos mil elementos de las fuerzas armadas que han llegado al estado desde que se desató la ola de asesinatos, ya es notoria. Pero el aparato de vigilancia no será del todo eficaz si no se combina con una labor de inteligencia.
Todavía no se logra que los cuerpos de seguridad conozcan de antemano el lugar o la identidad de las personas que pueden ser objeto del siguiente golpe brutal de la delincuencia organizada. Los asesinos conocen la ubicación de sus potenciales víctimas y, a menos que los grupos criminales estén infiltrados y no al revés, los uniformados siempre llegarán tarde.
Nos conformaríamos por lo pronto si, tras los atentados, resultaran exitosos un mayor número de los operativos de persecución (o sea, que agarren a los sicarios); o si la Fiscalía lograra integrar un mayor número de averiguaciones previas para que, a su vez, los agentes puedan ejecutar la respectiva órden de búsqueda y captura de los homicidas.
LA VIEJA CÁRCEL
A una cuadra de la unidad habitacional de El Zalatón, se ubica el C5i. Y la evidencia es que la gobernadora Indira Vizcaíno recibió de la administración anterior una instalación terminada en su infraestructura, pero disfuncional por falta de equipamiento.
La tecnología actual permite a estos centros de comando ser los ojos y los oídos de la sociedad. Pero la corrupción y el contubernio logran que las ciudades, por muy cableadas que estén, sigan siendo ciegas y sordas. Urge acabar con ese círculo vicioso. De eso ya no se habló en esta visita presidencial, aunque se infiere que uno de los objetivos de la estrategia para Colima es concretar el proyecto del C5i.
Los mandatarios federal y estatal prefirieron mostrar las condiciones en que se encuentra el Cereso de la capital, donde se dio el enfrentamiento con el que arrancó la reciente ola de asesinatos y hechos violentos (El incendio de maleza que consumió dos vehículos unos días antes de la riña en la penal, no cuenta como momento fundacional).
El reclusorio de La Estancia acusa un grave deterioro después de casi cincuenta años de operación, y lo único que no ocurre dentro es la readaptación social de los internos.
Las fotografías del centro penitenciario que mostró López Obrador en la mañanera son elocuentes: el tanque de agua oxidado, los dormitorios en condiciones inhumanas, la inseguridad manifiesta en la altura, el grosor y el deterioro de los muros.
El presidente se mordió la lengua para no hablar de los custodios, pero los colimenses sospechamos que son insuficientes, carentes de capacitación y probablemente corruptos.
Para la reparación del Cereso, la Secretaría de Seguridad y Protección Ciudadana dispondrá de 200 millones de pesos. Y, para el gobierno estatal, habrá un adelanto del Fondo de Aportaciones para la Seguridad Pública por 200 millones de pesos más para refortalecer esas tareas, informó el general Cresencio Sandoval, secretario de la Defensa Nacional, quien presentó el informe del gabinete de seguridad respecto a la situación de Colima.
LABOR DE INTELIGENCIA
En los terrenos de la vieja cárcel del estado que sustituyó a la penitenciaría de La Estancia (el mismo inmueble que antes de ser demolido albergó oficinas del DIF estatal y hasta un cuartel de bomberos), se construyó el C5i.
Habrá que gastar muchos millones de pesos todavía para convertir al edificio en un verdadero centro de coordinación e inteligencia. El presupuesto asignado para la obra en el sexenio de Peralta, ya sabemos, se desvió.
Supongo que en el C5i trabajarán los 20 elementos del área antisecuestros llegados a Colima, las células de búsqueda de información que ha venido concentrando la Defensa, y la célula interinstitucional de inteligencia conformada con personal de Marina, Ejército y Guardia Nacional, el Centro Nacional de Inteligencia, la Coordinación Nacional Antisecuestro (Conase), la Fiscalía General de la República y la del estado (FGE).
(Ojalá esa fuerza antisecuestro tenga la capacidad de abatir los índices de un delito similar, pero con distintos fines: la modalidad de la privación ilegal de la libertad coloquialmente conocida como “levantón”. La gran diferencia con el secuestro típico es que los perpetradores, en ningún momento, se plantean la devolución con vida de la víctima mediante el pago de un rescate o el cumplimiento de una exigencia. Estos levantones han enlutado decenas de hogares colimenses, de todos los estratos sociales).
INTERINSTITUCIONAL
En palabras de Sandoval, una de las tareas principales de esta actividad de inteligencia es buscar “las redes de vínculos que existen dentro del estado en las organizaciones criminales”.
Pero nada de esto trascenderá, aclaró el general secretario, si no se impulsa la judicialización para la detención y procesos de los generadores de violencia a través de órdenes y técnicas de investigación, de órdenes de aprehensión que vayan enfocados a la reducción de los homicidios y, también, de un equipo de ministerios públicos especializados en órdenes de aprehensión de objetivos específicos.
Además, dijo el titular de Sedena, “se le va a proporcionar apoyo a la fiscalía estatal para cumplimentar las órdenes de aprehensión, se va a compartir la información para ese cumplimiento de órdenes, se va a apoyar los traslados de los detenidos hacia los lugares donde lo determine la Fiscalía General del Estado, se van a constituir bases de operaciones interinstitucionales que van a estar precisamente destinadas a apoyar a la fiscalía”.
LA CASA DE USTED
De todas las acciones de prevención interinstitucionales que se anunciaron el viernes, una hay que elevaría la moral del pueblo colimense: la investigación y persecución de delitos del fuero común. Ha descendido el número de robos a casa habitación, se informó, pero seguimos siendo primer lugar nacional (por efecto de un conteo de casos por cada cien mil habitantes).
Por supuesto, ayudarán a la recuperación de los índices de seguridad de antaño el control y revisión permanente de los ceresos; una campaña de desarme en el estado a cargo de la SSPC con el apoyo de todas las entidades de seguridad; la implementación del programa de control de contenedores que llegan al puerto de Manzanillo; y el fortalecimiento de la red estatal de identificación vehicular para que sea empleado en las carpetas de investigación y en la función policial que se va a desarrollar.
Todas las demás: promoción del respeto a los derechos humanos; ferias de paz en Manzanillo; actividades lúdicas, culturales y recreativas que busquen promover una cultura de paz; la campaña de labor social para fortalecer el tejido social o la coordinación entre las dependencias para prevenir la violencia en todas las expresiones (incluidas contra la mujer e intrafamiliar), como dijo López Obrador, llevan tiempo pero dan frutos porque le quitan a los delincuentes el semillero al dar a los jóvenes una alternativa.
