Con el objetivo de dotar de certeza y de seguridad respecto al otorgamiento del Premio Estatal de la Juventud de cada año, así como de las condiciones para acceder a tal premiación, el Pleno del H. Congreso del Estado aprobó un dictamen que reforma la Ley de Juventud del Estado de Colima, a raíz de una iniciativa propuesta por la diputada Fernanda Salazar.
El dictamen expuesto en tribuna por la diputada Sonia Hernández Cayetano, propone establecer el rubro de Diversidad Sexual en una de las categorías del premio antes mencionado. Lo anterior con el objetivo de visibilizar y reconocer que la comunidad LGBTIQ+ ha sido discriminada y estigmatizada de manera histórica.
En ese sentido, la reforma adiciona el titulo sexto a la Ley de Juventud del Estado de Colima, con un solo capítulo denominado “Del Premio Estatal de la Juventud”, que establece en su artículo 91 que “El Premio Estatal de la Juventud será entregado a jóvenes colimenses, cuya edad quede comprendida entre los 12 y 29 años y su conducta o dedicación al trabajo o al estudio cause entusiasmo y admiración entre sus contemporáneos y pueda considerarse ejemplo estimulante para crear y desarrollar motivos de superación personal o de progreso en su comunidad”.
Además, se estipula en el mismo artículo que el premio se concederá en las siguientes distinciones: I. Actividades Académicas y Desarrollo; II. Emprendimiento y Desarrollo Tecnológico; III. Actividades Artísticas; IV. Sustentabilidad Ambiental; V. Acciones para la Atención Preventiva de la Salud en Jóvenes; VI. Voluntarios en Atención a Grupos en Situación de Vulnerabilidad; VII. Promoción a los Derechos Humanos, a la Cultura Política y a la Democracia en la Juventud; VIII. Actividades Deportivas; y XI. Igualdad de Género y Diversidad Sexual.
También, la reforma adiciona el artículo 92, en el que se establece que “este premio se tramitará ante la Subsecretaría de las Juventudes del Estado de Colima, por conducto del Consejo de Premiación, el cual estará integrado por la persona titular de la Subsecretaría de las Juventudes, como presidente, y por las personas consejeras, que serán las personas titulares de las dependencias y entidades del orden estatal directivamente vinculadas con la materia del campo sujeto a premiación”.
Finalmente, el artículo 93 especifica que “el premio consistirá en una medalla y un diploma, pudiendo incluir adicionalmente, una entrega en numerario por el monto determinado en el presupuesto de la Subsecretaría de las Juventudes del Estado de Colima”.
