En campaña hacia lo que pudiera ser una candidatura presidencial de la alianza opositora PRI-PAN-PRD, la senadora Beatriz Paredes estuvo en Colima donde espera tener con la dirigencia estatal del tricolor que encabeza Arnoldo Ochoa y el grupo político que comanda el exgobernador Fernando Moreno, una base firme en la cual apoyar su aspiración.

Para ella no hubo acusaciones de los columnistas por actos anticipados de campaña. A propósito de la deseada inclusión de Movimiento Ciudadano a la coalición convocada por Claudio X. González (“MC se va a esperar, y hace bien”), precisó que este proceso sucesorio “lo precipitó el presidente innecesariamente: no tendríamos que estar hablando de eso ahora”.

Paredes Rangel fue gobernadora de Tlaxcala, secretaria general de la CNC, secretaria general y presidenta nacional del PRI; ha sido diputada local, tres veces diputada federal y presidenta de ambas cámaras del Congreso de la Unión; además de subsecretaria de la Reforma Agraria y embajadora en Brasil.

Vino a Colima como invitada especial al informe de la diputada local Lizzie Moreno Ceballos y, como parte de las actividades inherentes a las comisiones legislativas en las que participa, para atender al llamado de actores políticos y ciudadanos que le están pidiendo gestiones en favor del puerto de Manzanillo, según explicó en rueda de prensa.

Doña Beatriz, quien llegó al gobierno de Tlaxcala a los 32 años, no cayó en la trampa de los reporteros locales que la instaban a hacer una crítica abierta a la gobernadora Indira Vizcaíno. Pero no por sutil fue menos severa.

¿No le preocupa que los mexicanos asumamos que las mujeres no saben gobernar?, le preguntó uno. Y ella respondió:

“Algunas mujeres no saben gobernar, otras sí. Algunas no han gobernado bien, otras sí. En Colima, Griselda Álvarez entró con condiciones más difíciles que la actual gobernadora y, al ser la primera mujer en gobernar un estado, tuvo que romper muchos prejuicios con su actitud prudente y recatada, con una administración pulcra y sobria”. En todo caso, dijo, la apreciación ciudadana es que “la gente de Morena no sabe gobernar”.

CON EL METRO QUE MIDAS…

Gobernar bien –se infiere entonces– no es un asunto de edad ni de género. Aunque una cosa es cierta: a diferencia de la época en que Paredes fue electa, las gobernadoras hoy llegan a sus cargos en abierta competencia entre ellas y con los varones. Pero cuando otro periodista planteó sus objeciones a las cuotas de género que garantizan a las mujeres la mitad de las candidaturas, la priista comentó:

“En el tema de las cuotas, yo estoy a favor. Porque permiten una participación más abierta y equitativa entre las mujeres. Cuando no existían, algunas teníamos posibilidades de salir adelante, pero era por condiciones excepcionales”.

Sus posibilidades de sobresalir se daban “hasta por condiciones dinásticas”, pero había mujeres valiosas a las que simplemente se les cerraba la puerta. Por eso, las mujeres valiosas de hoy tienen que aprender a exigir que, por las cuotas, no se cuelen compañeras que basan sus aspiraciones “en condiciones privilegiadas”.

Por lo que la senadora dice, a las gobernantes de hoy se les puede criticar por su inexperiencia pero no por la forma en que llegaron. Griselda Álvarez y la misma Beatriz Paredes, la segunda mujer en la historia de México en asumir un poder ejecutivo local, fueron extraordinarias mandatarias… que llegaron a la gubernatura por dedazo presidencial.

Entonces, como ahora, los gobiernos femeninos molestaron a los varones. Le preguntamos, en ese sentido, si Claudia Sheinbaum, considerada la aspirante con mayores posibilidades de alcanzar la nominación de Morena para suceder al presidente López Obrador, puede estar siendo víctima de un acoso machista por su condición de mujer. Y la respuesta de Beatriz Paredes fue directa:

“Cuando eres gobernante, los temas de eficacia no tienen que ver con el género. Los problemas de mantenimiento del Metro no tienen que ver con su aspiración a la presidencia. Y mire que yo le tengo simpatía a Claudia.”

NI BARAJA NI CORCHOLATA

Por un acuerdo cupular, el PAN será responsable del proceso de elección de la o el candidato presidencial de la alianza opositora. Sin embargo, hasta ahora el partido que ha presentado el mayor número de aspirantes es el PRI: Claudia Ruiz-Massieu Salinas, Enrique de la Madrid, Ildefonso Guajardo, Alejandro Murat, José Ángel Gurría y la propia Beatriz Paredes.

En las nuevas condiciones de competencia intra e interpartidista, la senadora cree dar el tipo de candidatura que se necesita para impedir la continuidad de la 4T: “Al hacer un chequeo me di cuenta de que varias de las cosas que son pertinentes, las tengo”.

Es, sin duda, el momento para que llegue una mujer a la Presidencia de la República. Pero ella no es ni yegua en una caballada, “ni baraja ni corcholata”, sino persona.

Dijo estar convencida que lo importante es “el proyecto”, no la figura. Desde su punto de vista, la coalición opositora no tiene que ver con la lucha entre los partidos por las posiciones sino con una perspectiva a largo plazo.

“Todavía tenemos tiempo para que las plataformas que se registren tengan cierto grado de obligatoriedad de cumplir” sus propuestas, “que no pase como con López Obrador” y su promesa de regresar al ejército a sus cuarteles.

Luego de congratularse porque estos tres partidos irán en alianza ya desde las elecciones a gobernador en el Estado de México y Coahuila, Paredes enfatizó que en los estatutos del tricolor, el blanquiazul y el sol azteca existe “la posibilidad de realizar elecciones abiertas”.

“En mi caso, no es una posición coyuntural: toda la vida he planteado elecciones abiertas, así llegué a la dirigencia del PRI”. El mejor proceso es el democrático, la sociedad civil está deseosa de participar en la vida partidista y eso fortalece la posibilidad de que la oposición llegue más fuerte a los comicios, resumió.

UNA ETAPA PASAJERA

Para Beatriz Paredes, “necesitamos cambiar el sistema político. No más un presidencialismo exacerbado”, necesitamos un régimen semi-parlamentario con un poder ejecutivo acotado, un legislativo robusto y un judicial realmente profesional y autónomo. Sobre todo, “necesitamos un federalismo vigente”.

La defensa del federalismo es el discurso con el que la nueva ideóloga del PRI pretende legitimar la voluntad de sus correligionarios por recuperar el poder ejecutivo, aunque sea en alianza con quienes en el pasado fueron sus acérrimos enemigos.

Ni liberalismo social ni integración económica, que fueron las banderas del salinismo frente a la tradición nacionalista y agraria. La oferta política del PRI para 2024 a prueba de contradicciones ideológicas, es el federalismo. Y los mejores escenarios donde aplicar este nuevo federalismo son municipios como Manzanillo, sugirió Paredes:

“Tenemos que cambiar la estrategia centralista por una federalista”. Los municipios que albergan “grandes obras federales” tienen que beneficiarse de los ingresos que genera esa infraestructura. Debe haber un porcentaje convenido con la federación para estados y municipios. “Hay que ver el desarrollo del país a la luz de las regiones”.

Los municipios que albergan instalaciones como las portuarias, tienen mayores requerimientos. Y por eso los recursos que se generan con esas obras deben “recuperar el enfoque municipalista”, señala la senadora, quien dice haber seguido el desarrollo de Manzanillo desde los inicios de su actual etapa como el puerto especializado en carga contenerizada más importante del país.

De ahí que “presentaré una iniciativa para crear una Comisión de Puertos”, anunció. Será, por lo que se entiende, una comisión bicameral al igual que la de Seguridad Nacional, donde los legisladores han venido discutiendo los alcances e implicaciones de la militarización de los puertos que, para Beatriz Paredes, debe ser una etapa pasajera antes de devolver su administración a manos civiles.

RECONSTRUIR INSTITUCIONES

Como integrante de la Comisión de Agricultura en la cámara alta, Paredes se dijo preocupada por temas como “el debilitamiento de Senasica” (Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria) que tiene angustiados a los productores de limón. Y, en el área pesquera, “nos importa un diseño más preciso” de la política pública, pues “se han dado palos de ciego en esta administración”.

Hay que integrar cadenas productivas y capitalizar al campo, exigió. “Desaparecieron la Financiera Rural”, ya no hay crédito para los campesinos ni para los pequeños propietarios.

“Reconociendo los problemas y no usando electoreramente la política social”, hay que aprovechar nuestra posición en Norteamérica para generar empleos.

Según Paredes, “hace falta hablar con la verdad. Se hacen cuentas alegres con ‘otros datos’ y no se asumen las dificultades que está sufriendo la sociedad. Por ejemplo, el incremento de la violencia”.

Y ejemplificó su diagnóstico con Colima, como si el deterioro en la calidad de vida y la prevalencia de la violencia en lo que antes era “un paraíso”, fuera un proceso que se inició hace apenas tres años.

“Hay que enfrentar la situación con realismo. Hay que construir instituciones, no destruirlas”, dijo Paredes. Y como muestra, un botón: “Hemos desmantelado el sistema de becas de posgrado”, Morena presentó una iniciativa para prohibir la participación de las universidades en la generación de ciencia, aseguró.

LECCIÓN PARA TODOS

Hablando de universidades, Beatriz Paredes aprovechó su estancia en Colima para salir en defensa del rector de la UNAM, Enrique Graue:

“Lo de Yasmín Esquivel es una situación triste” para todos, para la propia ministra de la Suprema Corte que está envuelta en el escándalo y para la sociedad mexicana que está en medio de “una polémica que, de ninguna manera, va a tener buenos resultados”.

“Me enorgullece la posición de mi casa de estudios. La UNAM llegó hasta donde la legislación permite. El rector señaló desde su perspectiva su opinión sobre la tesis”, dijo Paredes en referencia a que la FES Aragón determinó que hubo plagio, mas no está previsto un procedimiento que permita anular el título de abogada de Esquivel.

“Toca legislar para que no haya vacíos legislativos en la presentación de una tesis y en la expedición de la cédula profesional”, añadió sin saber que la bancada de Morena en la Cámara de Diputados estaba presentando ese mismo sábado 21 de enero una iniciativa para castigar el plagio académico, ante la necesidad de llenar un vacío legal que da lugar a la “incertidumbre e inseguridad jurídica” en torno a situaciones como la de la ministra Esquivel.

Con esta reforma que pretende Morena al artículo 74 de la ley que reglamenta el 5º. constitucional, “se entenderá por plagio la apropiación indebida que se realice de ideas, manifestaciones, escritos u obras ajenas con el fin de presentarlas como propias”. Y, de encontrarse plagio en una tesis académica, “se revocará la cédula de ejercicio con efectos de patente que se le haya otorgado a la persona que actualice la hipótesis normativa enunciada en el presente artículo”.

Sin embargo, la iniciativa de Morena también propone hacer valer el derecho de audiencia del acusado de plagio, que le fue negado a la ministra Esquivel. Y limitará las facultades de la Dirección General de Profesiones y de las autoridades universitarias que emitieron el título profesional para anular éste y revocar la patente, a un periodo de cinco años contados a partir de la obtención de la cédula profesional. Para entonces la falta habrá prescrito, asienta el proyecto de ley.

Para Beatriz Paredes, licenciada en Sociología por la UNAM, con estudios de posgrado en Literatura Hispanoamericana por la Universidad de Barcelona, el caso de la ministra Esquivel es “una gran lección para todos”.

La senadora considera “fundamental el respeto a la formación académica”. Es decir, que quienes ejerzan una responsabilidad en el sector público “cumplan con probidad” las normas establecidas por las instituciones de educación superior.

LA LEY ES LA LEY

Para Paredes Rangel, como para todos los priistas de buena fe, debe ser complicado ofrecer vino nuevo en odres viejos. Desilusionados por siete décadas de priismo, los mexicanos votaron por un cambio en el 2000. Luego de 12 años de panismo gobernante, se desencantaron y le dieron una nueva oportunidad al tricolor en una elección donde se impuso una narrativa de telenovela y se gastaron cantidades obscenas en la compra del voto. Pero el gobierno de Peña Nieto fue todavía más decepcionante.

La senadora tiene que obviar esa etapa para justificar la alternancia luego de un sexenio de la 4T:

“La expectativa de cambio no se dio con Fox, Calderón se perdió en el tema de la seguridad y Peña tuvo problemas muy serios. En estas circunstancias votaron por López Obrador con una enorme expectativa. Pero Andrés Manuel confundió el mandato, no entendió que las personas quieren el cambio pero dentro de la ley. El severo problema del presidente es su relación con la legalidad.”

En el retrato que hace Paredes de AMLO, al presidente no le gusta que le digan que la ley es la ley, porque “él representa la ley. Se siente más cómodo como líder de la oposición que como jefe de las instituciones. Sus discursos son de opositor, pero resulta que él es el jefe de las instituciones. El presidente olvida que ganó una elección con un marco electoral vigente y una constitución vigente. No ganó una revolución, ganó una elección democrática y constitucional”.

Para Beatriz Paredes “los últimos cuatro años han sido de un discurso polarizante. Se ha querido generar pugna interna y, en ese marco, los partidos necesitan aliarse para defender las conquistas democráticas del sistema”. El sentido de la alianza opositora es evitar “una regresión autoritaria”. Por eso se alían partidos otrora antagónicos, para evitar que “se sigan destruyendo las instituciones”. Es un momento crucial en la historia de México, sentenció.

RECONCILIACIÓN NACIONAL

Ante la polarización que los opositores le atribuyen a López Obrador y no a la lucha de clases en un país tan desigual como México, Paredes suma la propuesta de reconciliación nacional a la idea de que Morena no sabe gobernar.

“Me importa reconciliar a la sociedad mexicana, entendiendo nuestras diferencias, nuestras contradicciones y conflictos internos, que es distinto a darle cuerda a las cosas que nos separan” como, según ella, hace AMLO.

Sin entrar al debate sobre la pertinencia de las grandes obras de infraestructura que otros actores priistas descalifican sin más, Beatriz tampoco cuestiona los programas sociales que “son positivos. Son transferencias directas. Pero hay que complementarlas, no es suficiente transferir recursos si las personas no se logran integrar a proyectos productivos permanentes”.

Sin detenerse a evaluar los programas de transferencia directa que se han venido aplicando desde la administración de Carlos Salinas, la senadora dice que “la verdadera política social es la que te libera, no la que te genera dependencia al infinito”. Hay que impedir “que la gente sea dependiente toda su vida”.

Y para disgusto de todos los que cuestionan la política social de la 4T, Paredes explicó que “es una idea del Banco Mundial las transferencias directas. Las empezaron los gobiernos neoliberales, pero esa es una fase. Es fundamental la seguridad social integral”.

Por ejemplo, “en el tema de las pensiones, les estamos dando más recursos a los viejitos pero tenemos congeladas las pensiones” a los jubilados del IMSS y el ISSSTE.

Coincidiendo con la iniciativa que presentó en la Cámara de Diputados su compañera priista Dulce María Sauri, dijo que se deben de pagar en salarios mínimos y no en UMAS. “Eso es algo fácil de resolver”, si es verdad que a Morena “le preocupan tanto los viejitos”. Pero Beatriz Paredes espera que, antes, haya “una salida jurisdiccional”.
