Hace unos días se rumoraba la ocurrencia de una cumbre entre ex gobernadores para buscar obtener, mediante una negociación política, la mayoría en el Congreso que el pueblo le negó al PRI en las urnas.

Y como comprobación de esa hipótesis de una alianza de Mario Anguiano con Fernando Moreno e Ignacio Peralta, fue que muchos interpretaron el nombramiento de René Rodríguez y Sergio Marcelino Bravo como magistrados del Supremo Tribunal de Justicia a propuesta del Ejecutivo estatal.

Que la administración de Ignacio Peralta haya usado las últimas horas de la LVIII Legislatura para que se aprobara el dictamen de la Comisión de Responsabilidades en contra de Mario, ¿significa que no se llegó a ningún acuerdo respecto al papel que jugarán los congresistas de Morena, PT y Encuentro Social vinculados a Anguiano Moreno en la quincuagésima novena?

Si es así, ¿podría la próxima Diputación local dejar inoperantes la sanciones a Mario, especialmente las económicas?

¿SERÁ COMO CON DUARTE?

La lectura que podemos hacer de la sanción al ex gobernador de Colima se distorsiona cuando analizamos los alcances del castigo al ex mandatario veracruzano Javier Duarte, quien pisará la cárcel no más de tres años pero pagará una multa simbólica:

¿En qué le daña la inhabilitación para ejercer un cargo público por 14 años a quien como Mario, y en el entendido que esta sanción no aplica para cargos federales, ya alcanzó la mayor aspiración política que puede tener un colimense en su estado?

La sanción económica por 515 millones 174 mil 928 pesos a Mario, suena tremenda. ¿Pero alguien sabe si alguno de los sancionados anteriormente, que no sean funcionarios menores y por cantidades menores, ha reintegrado efectivamente el dinero reclamado?

Por lo demás, el señalamiento por desvíos de recursos no implica la malversación de los mismos. A Mario lo están acusando de haber gastado el dinero público en otra cosa, no de habérselo robado.

A quienes esperan oír una explicación del ex mandatario respecto al destino de todo ese recurso, les recuerdo que ya alguna vez Anguiano Moreno refirió que el préstamo aludido se ejerció en el interinato que siguió a la anulación de los comicios para Gobernador en 2015.

He escuchado a algunos colegas recriminar que funcionarios del sexenio anterior usaron recursos del erario para apoyar la campaña de Jorge Luis Preciado. En ese sentido, ¿se abrirá la discusión también al tema de la inversión electoral en la extraordinaria?

La gran pregunta es, pues, ¿va en serio la sanción o es puro cuento?

Previo a su tercer informe de labores, dicen las notas de prensa, el gobernador Ignacio Peralta evaluó el desempeño de las dependencias estatales.

Nominalmente, convivirá con un Congreso donde la fracción del PRI será de cuatro diputados y donde sus aliados potenciales serán los parlamentarios del PAN, el partido al que más ha atacado su gabinete no obstante el perfil panista de muchos de los colaboradores y operadores de Nacho.

El primer trienio lo comenzó JIPS con un Congreso de mayoría blanquiazul, pero gracias a una costosa operación política y a la veleidad de algunos diputados, el Gobernador consiguió hacerse del control legislativo.

Y como supone la virtual liberación del transporte, las variantes de Uber están siendo duramente cuestionadas por la CTM, la CROM y la CNOP, organizaciones priistas que califican a sus competidores como taxis pirata.

No hemos visto en la entidad enfrentamientos tan violentos como los que se han dado en la Riviera Maya, pero la disputa entre los taxis amarillos y los “particulares” mantienen al sector en una fuerte tensión, apenas contenida por la promesa de llevar a Kike Rojas –secretario general de la CNOP– a la Secretaría de Movilidad.

Por lo que toca a los camiones urbanos y suburbanos, no estoy seguro del impacto que tendrá la Ley de Movilidad en el transporte colectivo.

Me parece que más que propiciar la modernización del servicio y la reposición del parque vehicular, la legislación o las oficinas que la aplican (Movilidad pro también la Secretaría General de Gobierno) buscan reforzar los controles corporativos del gremio.

Un sector que, por cierto, este 2018 solo estuvo dispuesto a movilizar a las huestes priistas en la campaña y la jornada electoral por un beneficio económico, ya no por lealtad partidista.

SÍ DEBÍAN LOS 800 MILLONES:

En la nueva Ley de Pensiones destaca el reconocimiento –que no querían hacer los funcionarios de la administración– del adeudo del Gobierno del Estado con el fondo de retiro.

Es tal la cantidad que para, reponer lo que habían tomado del fondo usado a manera de caja chica (retenciones de cuota a los trabajadores, descuentos de nómina por abono a préstamos y aportaciones patronales), la administración Peralta tuvo que recurrir a un crédito.

A cambio, la partida de servicios personales en el presupuesto queda liberada del pago de pensiones y jubilaciones, la cual amenazaba con ser en unos pocos años mayor que la nómina de trabajadores en activo.

El sacrificio que hacen los trabajadores no es menor. Y como sindicalizados sabrán exigir una compensación por el compromiso de aportar una cantidad adicional a sus cuentas individuales y de cumplir más años de servicio para tener derecho al retiro.
